Both mechanisms use mint mechanic smart contracts that can be permissionlessly used (SeedBasedMintMechanic on the burn chain, and GaslessMechanic on the redeem chain). In the crosschain case, Highlight's engine will automatically fulfill crosschain redeems for burns using these mechanic contracts, even if the burn / redeem vector was created entirely permissionlessly.
